The Electoral College
To the right is a map of the electoral votes in the United States. The number is based on the amount of members each state has in Congress. That means the minimum number a state can have is 3 since each state has two senators and at least one representative.

*Reapportionment - determining how many seats in the House of Representatives each state gets based on the census that happens every 10 years
*Redistricting - the redrawing of Congressional districts in order to keep the population equal in each district
*Gerrymandering - reshaping Congressional districts so that they strongly favor one party over another.
